I believe the only way for you to visit Labadee Haiti is by booking a cruise on Royal Caribbean.
From what I've bee told they own the area.

Yes Abelard, you can visit Labadee from Haiti.
Labadee is located in Cap Haitian, Haiti.
The Beach is open to the Haitian public.
I visited Labadee twice and it's a great place.
My first visit there was in 2003 from Royal Caribbean cruise.
My 2nd time was in 2006 during a vacation to Haiti.
I also visited the Citadel, Palais Saint Souci which is located in Milo, Cap Haitian.
I also visited the capital of Cap Haitian.
So, I encourage you to take a vacation and go to the capital as there's more to see than just Labadee.
If you do, the best hotels to stay are Hotel Rival, Mon Jolie, and Henry Christophe.
There are lots of beautiful hotels, but these 3 are my preferences since I stayed there.
