can i get a passport withou mydadbirthcertificate?

hi my name is perkins joseph am 23 years old and i was born in the bahams in oct 06 of 86 to, two haitian parents my dad left my mom with four boys when i was only five years old and ever since i was trying to get in touch with him he move to america, and i was trying to get his birth certifacate for five years now and nothing is happening, i mean i spent money i sent friends to try and find him and get the birth certificate, can i get my haitian pasport without it i have all of my mom paper work. can you help me please?!!! my da name is Edward Joseph and my mom name is Marie Daniel
